Consists of office files from two collaborating organizations serving U.S. military service personnel primarily in the Bay Area and Asia during and after the Vietnam War. Includes organizational history, correspondence and reports from projects and offices in Asia and West Germany, material related to affiliated groups, and reference files.

The Pacific Counseling Service, founded in Monterey, California in 1969, assisted military service personnel in trying to make the United States Armed Forces adhere to regulations concerning G.I. rights and conscientious objector discharges. Eventually there were five California locations, one in Washington State, and others in the Philippines, Japan and Okinawa.
